Fleiss says she plans to challenge the restrictions, arguing they unfairly target her efforts to care for and rehabilitate birds. The dispute highlights a broader tension between residential quality-of-life concerns and private animal rescue operations, particularly in urban or suburban settings where noise and zoning rules can come into play.

Fleiss first rose to prominence in the early 1990s as the so-called “Hollywood Madam,” running a high-end prostitution ring in Los Angeles that catered to wealthy clients. She was arrested in 1993 and later served about 20 months in federal prison after being convicted on tax-related charges. In recent years, she has largely stayed out of the public spotlight, focusing on animal care and advocacy.
No injuries or safety incidents have been reported in connection with the current dispute. However, the outcome could have implications for how Clark County regulates similar operations going forward.
For now, the issue remains under review, with potential changes to local ordinances still pending as both sides prepare for a possible legal challenge.
