Salons and massage parlors must post new signs to combat human trafficking

Some businesses in Texas must now post new signs as part of a state law that aims to prevent human trafficking. Massage parlors and salons are required to post the signs as part of HB 3721, which was passed by the state legislature in 2021.

The bill passed 31-0 in the Texas Senate and 145-0 in the Texas House. Businesses had to begin posting the signs January 1.


Massage parlors and salons had been required to post numbers victims could call if they were being trafficked, but the Texas Department of Licensing and Regulation says some people being trafficked may not have access to a phone or be too afraid to seek help.

The updated signs include instructions in five languages and numbers victims or employees can call or text to reach the Department of Public Safety. TDLR says people working at the business may notice a problem, such as a person asking for a hair style that will cover a bruise or other injury. The updated signs include a number employees can call to start an investigation.

The signs ask if a person has been working "long hours 6-7 days a week?"

"Does someone else control your documents and personal items?"
