A North Texas lawmaker has proposed a sweeping overhaul of the state’s public school system that would eliminate the Texas Education Agency.

Rep. Andy Hopper (R-Decatur) introduced a bill that would transfer the agency’s responsibilities to the State Board of Education and shift school funding oversight to the state Comptroller. Hopper said the proposal aims to address declining student performance under the TEA and to move away from standardized testing, such as the STAAR test.

“Texas students have been falling behind under the current system, and the STAAR test is a major part of the problem,” Hopper said.

Texas has seen significant education reforms before, including funding changes in the 1980s and 1990s that later helped shape the federal No Child Left Behind Act.
