Texas voters have approved all 17 proposed constitutional amendments on the 2025 statewide ballot, according to early returns released Tuesday night.

The measures cover a wide range of issues, including property tax relief, teacher retirement benefits, infrastructure funding, and a constitutional ban on noncitizens voting in state or local elections. Together, they mark one of the most sweeping sets of ballot changes in recent Texas history.

The property tax amendment, one of the most closely watched, locks in cuts passed by the Legislature earlier this year. Other measures include new funding for the state’s water supply, broadband expansion, and energy reliability.

Most of the amendments passed by comfortable margins, reflecting broad bipartisan support across much of the state. Turnout for the off-year election was modest but steady, with voters weighing in on both local races and the statewide propositions.

With all 17 amendments passing, the changes will take effect in stages beginning in 2026.
