L.A. Council extends term of retirement system interim head

The City Council on Tuesday extended Todd Bouey's term as interim general manager overseeing the retirement system for Los Angeles city workers, as the process to confirm his appointment as the permanent head of the department continues.

The council extended Bouey's term for an additional six months in a 13- 0 vote with members Marqueece Harris-Dawson and Adrin Nazarian absent during the vote. There was no discussion on the matter.

The Los Angeles City Employees' Retirement System Board of Administration voted last week to make Bouey the permanent general manager. That nomination still needs to be considered by the council's Personnel and Hiring Committee before the matter comes to the full council.

As general manager for one of the city government's most important financial institutions, Bouey would hold fiduciary responsibility for a $26 billion pension fund. He would also be tasked with helping assure the city government's long-term stability, and recruitment and retention of municipal employees.

"I'm eager to continue LACERS' modernization efforts and deliver financial security our dedicated city workforce deserves through upholding the highest standards of fiduciary responsibility and public accountability," Bouey said in a statement issued last Tuesday.

Bouey has been the interim general manager since December after previously serving as assistant general manager. He initiated key modernization efforts such as digitizing services.

"The LACERS general manager is key in our work to ensure overall stability of the city by protecting the financial security of our city workforce's pensions," Mayor Karen Bass, who nominated Bouey to lead the retirement system, said in a statement issued last Tuesday.

"I trust that Todd Bouey can build upon his work as interim general manager, continuing LACERS' position as a trusted and accountable financial institution that is ready to meet the needs of our city workforce now and in the future," Bass' statement continued.

Bouey has worked with the city for 20 years in various positions with the Office of Finance, the Controller's Office and the Office of the City Administrative Officer. He earned a bachelor's degree from UC Davis and a master's degree of public administration from USC.
