Las Vegas, NV (KXNT) - The Clark County Commission has approved a new ordinance establishing comprehensive regulations for the use of electric bicycles (e-bikes), electric scooters, motorcycles, and all-terrain motorcycles on County-owned trails, parks, sidewalks, and roadways.
Introduced by Commissioner Justin Jones, the ordinance addresses mounting safety concerns driven by the increasing presence of these devices and vehicles in public spaces.
Key provisions of the ordinance include:
Comprehensive Definitions: New legal definitions for e-bikes (Classes 1, 2, and 3), electric scooters, motorcycles, and all-terrain motorcycles, clarifying distinctions for enforcement and safety.
Mandatory Safety Gear: Helmets are required for minors operating e- bikes or electric scooters. All devices must be equipped with essential safety equipment such as a bell or horn, and front and rear lights and reflectors for nighttime use.
Prohibited Conduct: Reckless activities – such as stunts, wheelies, or unsafe speeds – are banned. Violators will face fines.
Park Restrictions: Motorcycles and all-terrain motorcycles, including those propelled by an electric motor, are prohibited in County parks unless otherwise permitted.
Resort Corridor Operations: E-bikes and e-scooters are prohibited from operating in the resort corridor.
Accountability: Parents and guardians are financially responsible for ordinance violations committed by minors under their supervision.
Speed Limits: E-bikes and electric scooters are limited to a maximum speed of 15 mph in County parks unless otherwise posted.
Fines: The fine for a first violation is $150. Repeat violations will incur fines up to $600.

Electric Bicycles:
· Class 1: Pedal-assist only, max speed 20 mph
· Class 2: Throttle or pedal-assist, max speed 20 mph
· Class 3: Pedal-assist only, max speed 28 mph
(Note: These do not include mopeds or motorcycles)
Electric Scooters: Devices under 100 pounds with handlebars, a max speed of 20 mph, and powered by electric motor or rider propulsion.
Mobility aids are excluded.
Motorcycles & Off-Highway Vehicles: Updated definitions now include all-terrain vehicles powered by either electric or combustion motors/engines.
The ordinance will take effect on May 21, 2025, pending a two-week public notice period.
