Reading’s Deputy Police Chief Osborne Robinson III said 31-year-old Luis Alfredo Rivas Clase is known by the street name “Facha.”
Robinson said Facha is a better known in town as “El Jefe,” a criminal boss who detectives believe set into motion the attempted murder of a teen here more than a year ago.
“The victim received a call from Facha in the days or week prior to him actually being shot,” Robinson said. “And, that Facha threatened him, essentially telling him he needed to get out of town or he was going to be shot.”
Two other men were charged in that shooting in which the victim survived. But the information and Facha’s connection finally surfaced when the victim was re-interviewed.

Berks County sheriff’s deputies and Reading detectives have been searching for Rivas Clase for more than two months since the district attorney here approved an arrest warrant for attempted murder.
They had developed information he still might be here when U.S. marshals contacted them about Rivas Clase’s potential connection to the Ortiz case in the Dominican Republic.
“Talking to neighbors and neighbors providing information. And, so, based on that, there’s good reason to believe that he has recently been in Reading,” Robinson said. “Whether he’s still in Reading or still in Pennsylvania, I don’t know.”
“He doesn’t live in a bubble so I’m sure he knows that law enforcement is looking for him and that he has gotten low, “Robinson continued. “But, again, he doesn’t live in a bubble so at some point he’s going to make a mistake and we’re going to bring him to justice.”
