
He said there are no deadlines or target dates for reforms.
“We’re going to take as long as it takes to come up with concrete proposals to make our criminal justice system more aligned with the diverse community that is Delaware County,” he said.
Among the community leaders involved with the task force is Dr. Joan Duvall Flynn, who works with several groups advocating to end the cycle of incarceration. Duvall Flynn said one of the problems is children are treated “like criminals.”
“We’ve criminalized childhood, and so much of what goes on with these kids has to do with zero tolerance laws and the way children are put into the criminal justice system,” she said.
