New Jersey Sen. Robert Menendez, a co-sponsor of the bill, said he held a news conference in April on the bill to stop the annoying calls.
"And in the middle of the press conference, you got it, I got a robocall," he said.
The senator said the Telephone Robocall Abuse Criminal Enforcement and Deterrence Act, or TRACED, will beef up the existing law.
"We know what needs to be done to put an end to these infuriating robocalls, we need to close loopholes in our telemarketing laws that let the scam artists get off scot-free. We need to give law enforcement better tools to catch, prosecute and punish, illegal robocallers," he said.
And he said big phone companies need to stop spoof calls with available technology now.
Menendez said a handful of senators are opposed to the bill, and he is blaming special interests.
