Pennsylvania health secretary sets record straight on CBD

HARRISBURG, Pa. (KYW Newsradio) —The Pennsylvania health secretary is warning lawmakers that CBD products popping up on Pennsylvania store shelves are unregulated and unrelated to the state’s medical marijuana program.  

Health Secretary Dr. Rachel Levine told the state House Health Committee that for starters, CBD products on store shelves are made from hemp, not marijuana. They are different strains of the same plant. 

And Levine says the CBD products, allowed by 2018 federal legislation, have a completely different path to market than the stringent one for medical marijuana.

"Since it is unregulated, there are significant concerns about the quality, safety and actually the content of the hemp-based CBD products," he said. 

Levine says studies have shown many CBD extracts bought online were mislabeled and more than a fourth of the products contained much less CBD than claimed.

Levine adds ideally, CBD products should be regulated by the federal government. She says the FDA has attempted to create guidelines but has made no effort at enforcement. Some states have imposed their own regulations or have simply banned the sale.
