Philly DA, national PAC ran afoul of the city's campaign ethics law

PHILADELPHIA (KYW Newsradio) — The Philadelphia ethics board has fined District Attorney Larry Krasner and a national political action committee for excessive in-kind campaign contributions that both failed to report. 

Ethics board director Shane Creamer says that Real Justice PAC embedded three full-time staffers in the Krasner campaign and paid them nearly $35,000, which is $11,000  more than the contribution limit for the race.

"It's perfectly okay to make in-kind contributions, but, like regular monetary contributions, they're subject to the limits and they have to be full disclosed," Creamer said.

Krasner campaign lawyer Adam Bonin says it was an oversight, but the board's response was appropriate. 

"Larry was happy to cooperate in the investigation and is happy to put this matter behind him," Bonin said.

The Krasner campaign agreed to pay $4,000 and reimburse the city for the excess contribution to settle the matter. Real Justice PAC agreed to pay $8,000. 

In a separate case, the Philadelphia Association of Community Development Corporations agreed to pay $2,000 for failing to register as a lobbyist and file expense reports. The board found the group spent about $3,000 dollars lobbying for an affordable housing bill in City Council.
