Shapiro says Evelyn Smith would steal identification and Medicaid numbers from tenants at her now shuttered group homes in North Philadelphia, then fill fraudulent prescriptions written by two doctors from Flourtown, Montgomery County. Shapiro says doctors Emmanuel Okolo and Mohamad Fallouh wrote thousands of these scripts.
"If any tenant spoke up and asked Smith what she was doing or why she was taking prescriptions written for them, Smith quickly resorted to intimidation," Shapiro said.
This all began to crack when a pharmacist became concerned about the suspicious nature of the prescriptions. Shapiro says Smith’s cousin Kent Hunter was also involved.
All four people have been arrested and are being held on $250,000 bail.
