
It appears that the water is coming from a leaky 8-inch underground water supply pipe at the former Channel 10 studios up the street.
"I was trying to turn, and I had to stop and let the cars go, and when I went to hit the gas again, I just started skidding uncontrollably. My lights started flashing. But I'm fine," said Jessica, who works at 555 City Ave.
She says she hopes the problem is finally solved.
"It's not safe! I could have crashed into something or someone. It's not safe at all."
KYW Traffic Center producer Kevin Guest says he has taken dozens of calls about the issue.
"Any time it goes 32, 33, or lower especially, we get calls in ... spin-out crashes, City and Presidential. People getting off the Shuylkill sliding into the guy in front of them," he said. "It's just been a huge mess there, and I get calls all the time from the tip line."
Guest says drivers should seek out an alternate route today.
There will be lane restrictions on the avenue and further back-ups because the City Avenue Special Services District has dispatched crews to the site until 3 p.m. to tear up the road and make repairs underground.
"There's going to be a lot of delays in the entire area. But they think they've gotten to, finally, the end of the problem. Hopefully they can fix it and there will be no more ice at City and Presidential," Guest said.
