The mother, who has been identified as 34-year-old Lauren Rodriguez, is in police custody.
Police say officers responded to reports of screaming in a home on the 5900 block of Mascher Street. When they arrived around 8:15 p.m., they found the child covered in blood. The girl was bleeding from six slashes to her body on her head, shoulder and knee.
Her mother was also in the house. It's unclear if others were there when the girl was attacked.
Commissioner Richard Ross said Monday morning the girl also suffered skull fractures.
"She also sustained some significant trauma, very sadly at the hands of her mother," he said. "The very individual that's supposed to be here to protect her is the one who inflicted this type of harm and trauma, because now you got a 3-year-old who will live with this and have those horrible memories."
The girl was rushed to the hospital, where she was stabilized. She was sent to St. Christopher's Hospital for Children for further treatment.
Rodriguez was the taken to the Special Victims Unit for questioning. Police say she will be charged with attempted criminal homicide, aggravated assault, endangering the welfare of a child, simple assault, and related offenses.
