PHILADELPHIA (KYW Newsradio) — A man shot a woman inside a boarding house in Frankford during an argument over loud music, police said.

It happened around 1:30 Monday morning on Kinsey Street, near Mulberry Street.

Philadelphia Police Capt. Andrew DeSanto said the 30-year-old man was on the second floor and fired down a stairwell, striking the woman.

“It’s alleged or believed that there may have been some kind of disturbance or loud music or some type of noise complaint that could have led to this apparent argument and eventual shooting,” he said.

The 31-year-old woman was shot four times and taken to the hospital in stable condition.

The shooter barricaded himself in an upstairs room. Another resident helped police speak to him over the phone and he surrendered about an hour later.
