PHILADELPHIA (KYW Newsradio) — A 19-year-old wanted in connection with a car theft and shooting that involved an off-duty officer Monday in Southwest Philadelphia — as well as the killing of a Penn State student last month — is in custody.


U.S. Marshals posted on social media that 19-year-old Kadafi Fleming surrendered at Philly Police Headquarters Tuesday evening.

Fleming was already wanted on robbery, conspiracy and related charges, accused of being the getaway driver who helped his brother, Azzubair Outen-Fleming, and another suspect, Kaiseem Smith, after they allegedly gunned down Penn State University student Billy Schmidt in South Philly on June 6. Both Outen-Fleming and Smith were arrested last month.

Fleming was also a person of interest in a car theft from early Monday morning involving an off-duty police officer near 70th Street and Lindbergh Boulevard in Southwest Philly.

Officials said two suspects stole the off-duty officer’s green Dodge Charger, so he followed them in another car. The suspects then stopped near a 7-Eleven along 70th Street and got into the back passenger seats of a stolen red Lexus. Gunfire was exchanged between the off-duty officer and one of the suspects, but no one was shot.

The off-duty officer lost track of the Lexus at 63rd Street and Lindbergh Boulevard, but detectives later found it miles away near Girard and Lancaster avenues in West Philly. They also found surveillance video showing the suspects get in a stolen blue Lexus with the license plate MVX-2059.

Marshals said Fleming had five previous arrests, including robbery, resisting arrest, firearms violations, narcotics, and possession of a stolen vehicle.

Officials have not released the identities of the others involved in the car theft, but they are continuing to investigate. Anyone with additional information on Fleming or this incident is urged to call 1-866-865-8477.
