Manhunt over: Both teens wanted in connection with shooting of Penn State student in custody

PHILADELPHIA (KYW Newsradio) — Two 16-year-olds wanted in connection with the fatal shooting of a Penn State Student in South Philadelphia early last month are now in police custody.


Marshals said Azzubair Outen-Fleming was apprehended Wednesday evening in Colorado Springs, Colorado. On Thursday, Kaiseem Smith surrendered to police.

Outen-Fleming and Smith are alleged to be behind the robbery and murder of 22-year-old Billy Schmidt in South Philadelphia on June 6.

Schmidt was shot near 20th and Wolf streets as he walked home from a bar around 1:30 a.m.



Officials said the two teens ambushed him and stole his phone. When he chased after them, police said Smith turned and fired the fatal shot into Schmidt’s chest.

Video from a neighbor’s porch camera, obtained by NBC10, shows Schmidt following two young men on the street, saying, “Give me back my phone.” Then, gunshots rang out.


Both teens face murder and robbery charges. Outen-Fleming is awaiting extradition back to Philadelphia.



During the search, Clark said some relatives were taken into custody.

“Two individuals were arrested during the course of the investigation,” he said, “one for hindering apprehension, another for an outstanding warrant we ran into.”

Police did not share specifics as to how the relatives are connected to the case.

The teens are also believed to be responsible for other similar robberies in the area.

Schmidt was a communications major at Penn State and was expected to graduate this fall. His father said he hoped to work for the Philadelphia Eagles after graduation.

“They need to pay,” Schmidt’s father said of the suspects.
