PHILADELPHIA (KYW Newsradio) — An elected official in Lehigh County has been charged with allegedly dealing cocaine at various locations, including from Bethlehem City Hall, for almost two years.

County Commissioner Zachary Cole-Borghi was previously arrested in a large-scale drug investigation in August and charged with felony intent to deliver drugs and misdemeanor drug possession.

He was arrested again on Wednesday in Bethlehem and faces more than 100 new felony charges, including 89 counts of criminal use of a communications facility, 14 counts of delivering cocaine and one count of delivering psilocybin mushrooms.

Officials said search warrants were issued, allowing investigators to access his cellphone and Apple iCloud.

“From November of 2023 through August of 2025, those text messages indicate that Cole-Borghi was using his cellphone to conduct those drug deals,” said District Attorney Gavin Holihan.

According to Holihan, Cole-Borghi conducted the transactions at his Bethlehem home and at a nearby relative’s home, as well as at Bethlehem City Hall.

“The investigation also revealed that Cole-Borghi facilitated at least one drug transaction during the meeting of the Lehigh County Board of Commissioners,” Holihan added.

According to Holihan, Borghi was apprehended at a Bethlehem Dollar General by both Bethlehem police and the Lehigh County Drug Task Force. He was arraigned on Wednesday, with bail set at $500,000.
