
PHILADELPHIA (KYW Newsradio) — A Montgomery County man has been charged with abusing his 2-month-old baby — whose mother, 24-year-old Jayana Webb, got pregnant while out on bail on third-degree murder charges.
Webb pleaded guilty to a DUI crash that killed two state troopers and a pedestrian on I-95 in South Philadelphia in March 2022. Her sentence was delayed because she was seven months pregnant at the time of her plea.
The infant’s father, 27-year-old Tahir Riley, from Schwenksville, was charged with multiple felonies after his 2-month-old son was taken to a pediatrician in East Norriton with significant swelling and bruising on the left side of his head.
According to charging documents, the boy had a check-up four days before and was reported to be in good health. Medical staff determined the infant's head measured 3 centimeters larger than it was in the earlier appointment.
The boy was taken to CHOP, where it was determined that he had sustained a skull fracture and brain bleeds.
Kimberly Dean, the infant’s grandmother and Webb’s mother, told investigators that she had been watching the baby and texted Riley that it was his turn to watch him overnight, from April 18 to 19. Riley got the child and brought him to his room, which is downstairs in the basement. Dean said the baby had no visible injuries at that point.
Around 9 a.m., Dean said she heard the baby crying, so she went downstairs to get him. That’s when she noticed the infant’s injuries and took him to the doctor with Riley.
Riley told investigators that he was watching TV with the baby around 11 p.m. that night, gave him a bottle, and then put him in his bassinet. He said he fed the baby again around 3 a.m. and 7 a.m. at which point he said he put the baby in his swing seat, and they both fell asleep again. Riley then said he woke up to yelling around 9 a.m., when Dean discovered the bruising.
Riley told investigators that he did not notice any bruising during those overnight feedings. The criminal complaint says Riley told detectives he may have lifted the baby’s legs too hard while changing a diaper in the overnight hours, or he unintentionally grabbed him too hard.
Doctors determined that the baby had injuries with “high specificity for inflicted trauma.”
The Montgomery County District Attorney’s Office confirmed the boy is the son of Webb, who is currently serving between 27 ½ to 60 years in state prison for killing Troopers Brandon Sisca and Martin Mack while they were helping Reyes Rivera Oliveras on I-95 on March 21, 2022.
The troopers had pulled her over for speeding but left when they got a call about a pedestrian — Oliveras — on I-95 near the South Philadelphia Sports Complex. Webb struck and killed the three men when she tried to pass the parked Pennsylvania State Police SUV. Her blood alcohol level was .211 — almost three times the legal limit.
Webb got pregnant while she was out on bail on 10% of $600,000 in Philadelphia. She pleaded guilty to three counts of third-degree murder and homicide by vehicle while DUI in November 2023.
Webb was seven months pregnant when she pleaded guilty and was allowed to remain free until she delivered the baby in February.
Riley is being held on $1 million bail in Montgomery County. A preliminary hearing is scheduled for May 29.
