Authorities arrest University of Delaware student armed with guns and notebook detailing plan to attack campus police

PHILADELPHIA (KYW Newsradio) — Authorities arrested a University of Delaware student last week who was armed with weapons, ammo and a notebook that included written plans to attack campus police, officials said.

Shortly before midnight on Nov. 24, New Castle County police officers on routine patrol noticed a Toyota Tacoma after hours at Canby Park West in Wilmington, located about a half-hour away from the main UD campus in Newark.

Police said 25-year-old Luqmaan Khan was in the truck. Officers asked him to get out but he didn’t cooperate, so they arrested him. During the investigation, Master Cpl. Richard Chambers said they found a gun, loaded magazines, body armor, binoculars, a laptop and a marble notebook.

“That notebook they found had notes regarding warfare techniques, premeditated assault plans, and a diagram of the University of Delaware Police Department in it,” he said.

There were also references to a member of the department by name. And, after searching Khan’s home, investigators found more weapons, ammo and armor.

University officials said Khan is an undergraduate student, and he is now banned from all UD campuses.

In a message to the school community, University of Delaware interim President Laura Carlson said this apparent plot is “frightening to all of us.”

She added, “At times like this, I appreciate evermore how strong our community is, and how we come together and care for each other both in good times and when we learn about something alarming like this. To that end, the Wellbeing Center at Warner Hall will be open for walk-in conversations all this week, 9 a.m. to 4 p.m. All students are encouraged to stop in if you want to talk to someone.”

Khan is facing multiple felony weapons charges. There could be more charges as the investigation continues with the help of the FBI.
