Richmond, Va. (Newsradiowrva.com) -  Governor Ralph Northam says he is cautiously optimistic of Virginia moving to a new phase of coronavirus reopening.  However, the Governor provided no timeline, and also expressed concern about both winter, and rising rates elsewhere.

Northam did praise Virginia's metrics, which have been trending downward.  Northam credits masks and social distancing for Virginia's positivity rate being below five percent for some time now.   Northam held a briefing after 18 days in isolation, after he tested positive for Covid.

Virginia has been in phase three of reopening since the summer.
