Three Employees of Chesterfield Massage Business Charged After Investigation

Chesterfield County, Va. (Newsradiowrva.com) - Chesterfield County police on Thursday announced they had made three arrests as part of an undercover operation at Ocean Spa and Massage, located at 9935 Hull Street Road.

The investigation was carried on in partnership with the Virginia Capital Region Human Trafficking Tax Force.


Police said that on Friday, March 8, a massage therapist at the location solicited an undercover detective for illicit sexual acts for an additional cost. Three employees of the business were arrested by police on a total of six charges.

Jinlan Liao, 61, of Flushing, New York, was arrested and charged with keeping/residing in a bawdy place and prostitution in violation of the Code of Virginia, as well as conducting a massage without proper permitting in violation of the Code of the County of Chesterfield.

Fifty-two-year-old Jihong Zhang, of Flushing, New York, was arrested and charged with conducting a massage without proper permitting.

Fang Wang, 57, of the 500 block of Pullbrooke Drive in Chesterfield County, was arrested and charged with keeping/residing in a bawdy place and permitting massages without proper permitting. Wang is the owner of the business.

The Chesterfield County Police Department is continuing its investigation into this business and other illicit businesses in the county.
