CHICAGO (WBBM NEWSRADIO) -- Chicago Teachers Union officials say they are not celebrating over a budget surplus reported by the Chicago Public Schools system, even as contract talks begin.

CTU President Jesse Sharkey acknowledges CPS's reported $324 million budget surplus is a positive thing in the sense that school officials cannot say they don't have money to deal with salary and class size.

But union Vice President Stacy Davis Gates said the surplus is the result of policies that need to be changed.

She said teachers have been complaining about the lack of counselors and nurses in the schools -- and the need for more adults in every school. Instead, there have been cutbacks, Gates said.

Sharkey and Gates are the guests on "At Issue," which airs 9:30 a.m. and 9:30 p.m. Sunday.
