CPD officer faces firing for 2022 shooting that paralyzed a 13-year-old boy

A CPD officer faces firing following the 2022 shooting of a 13-year-old boy on the West Side.

The boy had been a passenger in a stolen car being pursued by police.

He got out and ran, according to police.

Has shot during the foot chase at a gas station on the 800 block North Cicero Avenue.

The Civilian Office of Police Accountability said in a report that the boy turned toward officer Noah Ball and appeared to be raising both hands.

Ball shouted “drop the gun” twice before firing three shots, according to COPA.

When Ball approached the boy, motionless by the gas pumps, a phone case was visible next to a small pool of blood.

Officer Ball is heard saying, “It’s a cell phone. It’s a f-----g cell phone.”

The boy survived.  He was paralyzed from the waist down, according to attorneys representing his family.

The State’s Attorney declined to file criminal charges against the officer, citing insufficient evidence.

The boy’s family filed a federal lawsuit.

COPA recommends that the office be terminated.

Police Superintendent Larry Snelling agrees.
