Man killed in hail of gunfire outside jail should never have been released, Brown says

(WBBM NEWSRADIO) — Chicago Police Supt. David Brown said the execution-style murder of a rapper outside Cook County Jail illustrates his complaint that too many dangerous people are being freed on electronic monitoring.

Rapper KTS Dre was shot dozens of times Saturday evening as he walked out of the jail, freed on electronic monitoring. He was in custody for violating a previous bond in a 2020 gun case, the Chicago Sun-Times reported.

Brown said the shooting victim, born Londre Sylvester, had a long criminal record and a target symbol tattooed on his neck, with the words “Kill to Survive.”

"It's incredible that he was eligible for electronic monitoring. It's madness. It's making us all less safe," he said.

Two women walking with or near Sylvester were also shot. Brown says it’s a miracle they weren’t killed.

Brown says these things need to be discussed, even if some call it finger-pointing among officials.

Last week, the police superintendent said a suspect killed by authorities was an accused sex offender who had cut his monitoring anklet off. The fugitive pointed a weapon at officers, he said.
