Bids are due March 30th for the Terminal A building on Buffalo's Outer Harbor. Business First notes the ECHDC is including three outparcel buildings in the package. There is no minimum bid, but there is a big stipulation: interested parties must buy the property and have a development plan - not land bank the buildings.
