Rosa was the father to 22-month-old Charles Rosa-Velloso, who was found unresponsive and unconscious, lying face down on a bed inside a shelter on the Lower East Side on June 17.

The child was transported to New York Downtown Hospital, where he was pronounced deceased later that day.

Officials revealed in November that the toddler had died of acute intoxication and had a combination of fentanyl and cocaine in his system.

Rosa’s arrest comes nearly two months after a 4-month-old baby nearly died of similar drug-induced causes.

In that incident, authorities were able to revive the child, who was found with cocaine in his system inside a Bronx apartment.

The baby’s parents, both 36, were then charged with reckless endangerment and endangering the welfare of a child.
