Duluth lifted its travel ban Monday after nearly two feet of snow buried the northeastern Minnesota city over the Thanksgiving weekend.
City leaders also reopened Park Point, which was closed off to non-residents during the two-day storm and its immediate aftermath.
Getting to Park Point is no problem, but getting to and from Lake Superior has been difficult for some ships because the famed Aerial Lift Bridge became stuck on Monday because of heavy ice.
In a statement, Duluth city officials say plow drivers are "working in earnest to remove and clear snow as quickly as possible, and the City is deploying as many pieces of equipment and drivers that are available."
Most schools in the Duluth area remain closed on Tuesday.
Snow plows worked most of Sunday to clear snow from main roadways in Duluth, with work starting on residential streets early Monday morning.
In a release from the St. Louis County public works department, plowing was made more difficult by the number of abandoned and stuck vehicles, and conditions were bad enough that the plows themselves were getting stuck.
