What are Minnesota's curfew rules?

Governor Tim Walz, in accordance with the mayors of Minneapolis and St. Paul, has used his authority within state law to pass an executive order for a curfew from 10:00 p.m. to 4:00 a.m. The curfew is across Minneapolis and St. Paul, other cities and towns may have their own curfews.

The curfew requires that no one travel on any public street or public space unless they are first responders, members of the media, people going to and from work, individuals seeking emergency care or fleeing danger, people experiencing homelessness, street outreach workers and those designated by DPS to assist in de-escalation. 

Anyone not meeting these exemptions who is found in willful violation of the curfew is guilty of a misdemeanor and faces a fine of up to $1,000 and up to 90 days in prison. Those exempt from the curfew must comply with law enforcement officers and public safety personnel. 

Those found outside of curfew who interact with law enforcement officers will be questioned about why they are out, and those refusing to comply will be arrested.

Stores and businesses aren’t required to close, but customers cannot travel to them. Food, prescriptions or other supplies should be obtained outside of curfew hours. People should not travel to get gas or visit another person’s home. Pets can be let out if needed, but they should be exercised outside of curfew hours. Borders will remain open, as will all airports. 

People are allowed to remain outdoors on their own property but must comply with any law enforcement officers’ requests to move inside. 

Protests are allowed before and after curfew times.
