
A task force of law enforcement officers led by the US Marshals shot and killed a man in an Uptown parking lot Thursday afternoon.
Sources close to law enforcement tell WCCO Radio News the man that was killed is Winston Boogie Smith, 32, of Minneapolis.
According to a statement from the US Marshals, Smith was wanted on a warrant for felon in possession of a firearm. It stated the man was parked in a car and “failed to comply and produced a handgun.” It does not state how many officers fired or which agencies they worked for.
Smith is alleged to have displayed a weapon while making threats to "shoot it out" during an incident involving domestic abuse on May 24. Smith was also due to appear in court on September 27 stemming from an incident where he fled Bloomington police.
The Minnesota Bureau of Criminal Apprehension is handling the investigation. It's unclear if members of the task force were wearing body cameras during Thursday's shooting.
A woman was treated for “minor injuries” from glass debris.
Tyler Putnam, who arrived early on, saw her get into an ambulance with a great deal of blood on her leg. They said there was a heavy police presence.
“When I got here, there were like foru ot five people here that said they heard eight or nine shots,” they said. “(Officers) were already up on the roof (of the parking garage) with maybe 20 cop cars on Lake Street.”
A crowd numbering around 100 people at one point gathered at Lake and Girard - some onlookers, some community organizers preaching peace, and others chanting things like “no good cops in a racist system” and “I smell bacon.”
Putnam told WCCO's Sloane Martin:
"I saw two cops coming the wrong way down a one way and said that's fishy. Got here, there were four or five people here that said they heard eight or nine shots. They were already up on the roof with maybe like 20 cop cars on Lake Street. There was a female that came out who was gushing blood from her left leg. And I kind of followed to hear what they were saying. It sounds like she wasn't shot but she had like glass shards in her leg. They kind of wrapped her up and she was in the ambulance and gone."
The parking ramp where the shooting occurred is across the street from Stella's Fish Cafe, who announced they were closing tonight.
