Off-ramp for Minnesota's eviction moratorium provides renter and landlord protections

Legislators in both the Minnesota House and Senate announced on Monday an agreement to phase-out the state's eviction moratorium.

The deal is described as a 105-day off-ramp that gives both protection to renters and a clear timeline to landlords for landlords to secure rental assistance.

"Now that we are coming out of this pandemic, we do need to transition back," said Rep. Michael Howard (D-Richfield) during the WCCO Radio Morning News on Tuesday. "This path allows renters to get rental assistance, make landlords whole, and it creates a win-win situation where people are going to having housing stability as we come out of this pandemic."

Under the agreement, renters with outstanding rental assistance claims cannot be evicted. Landlords must also provide renters 15 days notice before they are evicted.

Those protections are in place until June 1, 2022.

"Having an eviction on your record not only displaces you from your housing, it has collateral consequences for a decade or more," said Howard.

Rental assistance is still available by dialing 211 or by going RentHelpMN.

An official end date to Minnesota's eviction moratorium has not been announced.

The website PolicyLink.org estimates that 62,000 households are $207 million behind in rent payments across Minnesota.
