Minnesota BCA identifies police officers following Dec. 16 shooting of Willmar man

The Minnesota BCA on Monday identified two Willmar police officers who fired their weapons during an officer-involved shooting on December 16 that resulted in a Willmar man being charged.

According to the Minnesota BCA, Sergeant Ross Livingood, a law enforcement member of 15 years, fired his gun while Officer Joseph Schaefbauer, a law enforcement member of three years, fired his taser.

Livingood is on standard administrative leave.

Investigators said the incident happened shortly after 4:30 p.m. Thursday, December 16 when officers were called to a report of an armed man in an apartment complex at 400 15th Avenue SW.

When officers arrived, they found the man inside the building where police used a firearm and a taser. The man, identified as August LaFeen, 56, of Willmar, suffered a minor gunshot wound to the hand.

LaFeen was charged Friday with six felony counts of terroristic threats.

BCA crime scene personnel recovered a replica gun at the scene and they said Monday that police body cameras captured portions of the incident.
