Just days after an investigation into the conduct of St. Paul Mayor Kaohly Her found inappropriate and offensive behavior, but was unable to substantiate claims she harassed city employees, a lawsuit has been filed against the mayor by St. Paul Police Chief Axel Henry.
The suit, filed in Ramsey County, alleges significant harassment, some of which had been discussed publicly, but also includes many new claims.
The original investigation led to a letter from the city's Human Resources Department saying the behavior was inappropriate, and laid out a path forward for Mayor Her after saying her conduct does not meet city standards.
In a statement provided to WCCO Radio, Henry's attorney Chris Madel said that the public needed to know the full story, which was not laid out in the city's HR summary.
"Axel Henry is an honorable man and a dedicated public servant," Madel said. "He didn't come forward for attention or advantage — he came forward because what happened was wrong and needed to be reported. We look forward to proving our allegations in a court of law, where all evidence, not some sanitized summary written by the City about itself, can finally be heard."
Now, those allegations are in a public document that will be prosecuted in a court of law.
Mayor Her's office responded with their own statement, saying they don't have a direct comment on the new suit.
"An independent investigation did not substantiate claims of sexual harassment or retaliation against any city employee," the statement reads. "The Mayor will continue to lead Saint Paul and follow the recommendations of the report. Beyond that, the City of Saint Paul doesn’t comment on active litigation."
Some of those allegations from Henry include unwanted physical contact, and numerous sexual innuendos. The court documents share that it began in December 2025, and continued well into 2026.

- Referring to the size of Henry's penis
- Making orgasm noises while working out in the police gym
- Showing up unannounced while Henry was taking personal time to 'surprise him'
He then goes on to claim that even after the HR investigation, Her's office retaliated against him. Henry claims Mayor Her directed a paid media campaign through a public-relations firm and others designed to "attack Chief Henry and cast doubt on his motives for reporting her conduct."
WCCO has asked both Mayor Her's office, but so far they are not providing comment.
