Brian Searight, who lives in Brighton Heights and works as a firefighter for the city, caught the whole interaction on his doorbell camera when trash day came this week.
The workers can be seen in the video, which has sparked an uproar online, loading some trash but leaving two full bins.
When they started to leave, Searight's wife, Amanda, could be heard asking the sanitation workers if she could dump the bins in the back of the truck herself.
Amanda then walked into the shot with a baby in her arms. She set her child down, while they were crying, on the lawn and dumped both of her bins that the sanitation workers were going to leave.
"What really upset me the most is my wife had to put our child down in the yard to put the garbage in the truck while they stood there and watched," Searight said, according to WPXI.
The sanitation workers were claiming the cans were too heavy for them to dump, he said. However, Amanda lifted them with ease.
This is now the second week in a row his garbage has been left, and despite several complaints, they have received no response, he said.
There is no weight limit on the city's website for garbage cans, only limits that the cans cannot be bigger than 35 gallons.
WPXI reached out to the city of Pittsburgh for comment, and all that they said is the incident is under full investigation.
The city has since come out saying the workers will receive disciplinary action.
