Dorrance Township residents pack hearing on potential data center site

A standing-room-only crowd of approximately 100 residents gathered at the Dorrance Township fire hall on Monday night for a highly anticipated hearing regarding the future of industrial development in the rural community. The proceedings, which have been months in the making, focused on a "substantive validity challenge" filed by Brewster Land Company. Unlike recent hearings in neighboring boroughs, this session was not about approving a specific project—as Brewster has not yet submitted a formal land development application—but rather a legal debate over the township’s zoning laws.

The core of the dispute rests on whether the Dorrance Township zoning ordinance, originally written in 2007 and amended in 2025, unlawfully excludes data centers from the municipality. This hearing marks the first of a two-step legal process:


  • Step One: The Zoning Hearing Board must determine if the ordinance in effect at the time of the challenge was "exclusionary," meaning it failed to provide a fair share of land for data center use.
  • Step Two: If the board agrees with Brewster, a second phase will determine if the developer should be granted "site-specific relief" to construct six proposed data center buildings on their property.

Attorneys for Brewster Land Company argued that the current zoning is unconstitutionally restrictive, while many residents expressed fears that such a ruling would open the door to massive industrial structures that do not fit the township's character. If the board ultimately denies the claim, the developer has the option to appeal the case to the Luzerne County Court of Common Pleas. No decision was reached during the marathon session, and the board is scheduled to reconvene on May 6th at 6:30 p.m. to continue testimony.
