As of February 9, 2026, Pennsylvanians applying for or renewing their Supplemental Nutrition Assistance Program (SNAP) benefits must comply with stricter documentation requirements regarding household expenses. Under the new policy, the Pennsylvania Department of Human Services (DHS) now requires formal proof of shelter costs and utility responsibilities. This marks a significant shift from previous years, when recipients were permitted to "self-report" these costs without providing physical evidence unless their claims were flagged as questionable.

The change is part of a broader federal effort to improve program integrity and reduce the "payment error rate" caused by inconsistencies in reported living expenses. While failing to provide these documents will not result in a total loss of benefits or the denial of an application, it can lead to a substantial decrease in monthly assistance. Without verified proof of rent, mortgage, or utilities, DHS will calculate benefits without these specific deductions, which often results in a lower monthly allotment for the household.
