The bill’s advancement follows years of partisan deadlock in Harrisburg, with proponents arguing that a raise is "unconscionable" given that all of Pennsylvania's neighboring states have already moved toward higher base pay. Democratic leaders emphasized that the new amendment providing local control is a strategic attempt to address the diverse economic needs across the commonwealth. However, the proposal faces stiff opposition from House Republicans and business advocacy groups like the NFIB, who warn that a state-mandated 107% increase could force small businesses to cut hours or eliminate positions. Even if it passes the Democratic-controlled House today, the bill faces an uncertain future in the Republican-led Senate, where leadership has previously expressed skepticism over a $15 mandate.
