SCRANTON, PA — Relief is on the way for Lackawanna County motorists as two major infrastructure projects reach a critical milestone. At a news conference Tuesday, PennDOT District 4 officials announced that the Green Ridge Street Bridge in Scranton and the Twin Bridges on Interstate 84 are both scheduled to open to traffic this Thursday, December 18.
Harold Hill, PennDOT District 4 Assistant District Executive, highlighted that while the roads will be fully operational this week, the projects are not yet 100% complete. Crews will return to both sites to finalize "punch list" items and wrap up the remaining aesthetic and structural work, with a final completion date slated for 2026.
Twin Bridges (I-84): This massive $117.7 million project involved replacing the bridges over the Lackawanna Railroad and Route 435, as well as a major reconfiguration of the Exit 2 interchange to improve safety.
Green Ridge Street Bridge: This $16.9 million city project replaces a vital link over the Lackawanna River. The opening marks the end of a long-term detour that required a temporary bridge for motorists and pedestrians.
The openings represent a significant portion of the nearly $900 million in infrastructure investments made across the region during the 2025 construction season.
