HARTFORD, Conn. (WTIC) - To make up for expenses associated with the major equipment breakdown that closed a Hartford trash to energy plant for three months, the Materials Innovation and Recycling Authority today ordered rate increases.

Towns that send their garbage to the facility will have to pay 15 percent more.

Authority President Tom Kirk says the increases will go into effect in two phases, in April and July.

"We only charge what it costs to provide the services. We're publicly owned, operated like a private business, but we are non-profit. As a result, we have to find a way to recoup the unanticipated costs associated with these repairs."

During the three months the plant was shut down, garbage built up at the Hartford facility. Some trash was sent out of state at great cost.
