HARTFORD, Conn. (WTIC Radio)_ Two Hartford Police detectives are suspended over a citizen's racial discrimination complaint stemming from an incident last August.
An internal investigation finds that on August 26, 2019, on-duty Hartford Police Detective Phil Borowski went to his house in West Hartford to investigate a call from his alarmed wife, another detective on the force, who was worried about a knock at the door. The on-duty detective drove from Hartford to his house in West Hartford to investigate. Two black Conard High School students were fundraising for the school's football team.
On August 28, 2019, one of the student's mothers contacted police to file a complaint. One student says Detective Borowski gave off "...a whole bunch of attitude..." before leaving the two students alone and wishing them well in their fundraising. There was no use-of-force. No arrest threats were made.
Detective Borowski apologizes and accepts a 10 day suspension for neglect of duty and violation of the cody of conduct charges. Detective Josh Lewis, who witnessed the incident, is being suspended for two days.
Chief Thody is concerned about what he calls the apparant "...casual use of police authority."
