MIDDLETOWN, Conn. (WTIC Radio) - A new report finds continued problems at Connecticut's two state-run psychiatrict hospitals in Middletown.Despite a patient abuse scandal that prompted reforms at Whiting Forensic and Connecticut Valley hospitals, the 41-page report from the non-profit Disability Rights Connecticut finds there are still pervasive problems at the facilities.The report alleges, among other problems, the use of restraint instead of treatment, inadequate investigations into patient deaths and lack of individualized treatment.Disability Rights is calling for immediate corrective action by the Department of Mental Health and Addiction services and the legislature.

A patient abuse scandal in 2017 resulted in the arrests of ten Whiting employees and the firings of more than 35.
