Flood concerns stop plans for Hartford apartment complex

HARTFORD, Conn. (WTIC Radio) - The Greater Hartford Flood Commission votes unanimously against a plan that would build nearly 70 apartments in Hartford.

The 4-0 decision Wednesday addresses plans from Anisha, LLC. to build the apartments on three acres of land at the corner of Route 44 and Scarborough Street in Hartford, near the Park River.


Chairman Mike McGarry says the decision draws upon history of chronic flooding at the River that flows in a tunnel buried under downtown Hartford, a system that was developed over 80 years ago due to catastrophic flooding.

In talking about his decision, McGarry points to the floods that happened on the river in 1927, 1936, 1938, 1955, 1984, and 1985. "We're due," he tells WTIC News/Talk 1080. "Scarborough Street was a lake," he points out, in talking about the flooding that happened in 1955.

Aside from the flood worries, residents on Scarborough Street say they are concerned about a large apartment building on a smaller parcel of land and a neighborhood of upscale single-family houses.

The developer could decide to sue over the matter to try to work out a new arrangement with the city.
