Inspector General investigating gunshots from Hartford police officer

Shots fired by a Hartford police officer in the city’s South End last weekend have led to an investigation by the state Inspector General.

The office of Inspector General Robert Devlin says Officer Devanand Budhoo used his gun just after midnight Saturday. A press release says Budhoo was responding to a hit-and-run crash when he heard gunshots that appeared to be coming from a house at 474 Wethersfield Ave.

Budhoo says two men ran from that house. They’ve been identified as Jimmy Muriel, 30 years old, and Luis Ortiz, 34. Ortiz was allegedly firing gunshots at Muriel. Budhoo “returned fire,” according to the Inspector General. No one was hit. Ortiz was arrested and charged with illegal gun possession.

The Inspector General’s office has released part of a video recording from Budhoo’s body-worn camera. Budhoo is heard yelling “Get down! Get Down!” before firing two shots from across the street.
