Hartford, Conn./WTIC Radio - The state inspector general has issued a report on a fatal officer involved shooting of a suspect last year in Hartford.
Eliot Prescott's report says the officers were justified in using deadly force in an incident last March 6 at Homestead Avenue and Magnolia Street.
The report says the incident unfolded when 21-year-old William Bowen was spotted conducting a livestream on Instagram that police were monitoring and in which he appeared to be in possession of two firearms.
Upon the officers arrival, the report says Bowen pulled a gun, after which Officer Robert Bohm and Detective Benjamin Lee fired.
Bowen dropped the weapons as he fled the report states.
The report goes on to say Bowen was later spotted by a third officer, Detective Joseph Walsh.
Bowen was shot as he ran toward Detective Walsh while clutching a cell phone.
Doorbell camera captured Detective Walsh yelling at Bowen to "drop the gun" before the fatal shots were fired.
