Hartford, Conn./WTIC Radio - A former Hartford police officer is facing charges in connection with the shooting death of a city man earlier this year.

Joseph Magnano, 23, is charged with first degree manslaughter.


It was February 27 when Magnano shot Steven Jones on Blue Hills Avenue.

His family says the 55-year-old Jones was in the midst of a mental health crisis at the time.

A report from state Inspector General Elliot Prescott says Magnano's use of deadly force was not justified.

Video showed several officers talking to Jones prior to Magnano's arrival.

Jones, armed with a large knife, advanced toward the police officers before Magnano opened fire as he screamed for Jones to drop the knife.

Magnano was subsequently fired by Hartford Mayor Arunan Arulampalam.

He is now free on $50,000 bond and is due in court June 5th.
