
Colchester, Conn./WTIC Radio - The state Office of Inspector General says a state police constable was justified in using deadly force against a suspect in Colchester last year.
It was April of 2024 that CSP got the call to investigate a landlord dispute on Norwich Avenue.
The landlord says Jared Billard was drunk, yelling and waving knives.
The suspect was in a basement, racking a gun when officers took defensive positions.
Billard opened a door and pointed a shotgun at police, who returned fire, hitting Billard in the chest and killing him.
