A special Meriden City Council meeting on Monday will address the second incident of the year involving City Manager Timothy Coon and police.
According to a report by Meriden police, officers responded before 2 am Wednesday to a call requesting a welfare check on a man lying in the hallway of a small apartment house on Pleasant St. Police arrived to find Coon, 64, asleep on the floor.
When they woke him, Coon said he couldn't find his keys. Officers found his car keys and cellphone on the roof of his car. They couldn't find his apartment key.
Medical personnel evaluated Coon, and he was able to answer basic questions. He was let into his apartment, and he refused medical care.
While the police report doesn't say if Coon was intoxicated in this case, he failed field sobriety tests when he was arrested for alleged DUI in a separate incident in April. In a statement, the office of Mayor Kevin Scarpati emphasizes that the two police encounters are unrelated.
Coon is on leave, at least through Monday's council meeting. Police Chief Roberto Rosado is serving as acting city manager.
After his arrest on the DUI charge, Coon kept his job by apologizing for his actions and participating in an employee assistance program.
Coon received a contract renewal, with the stipulation he not drive a city vehicle for three years.
Monday's meeting begins at 5:30 pm in council chambers.
