
Woodstock, Conn./WTIC Radio - A Woodstock woman is facing 103 counts of animal cruelty after state police say over 90 dogs, cats, exotic birds, a rabbit and goats were found suffering from apparent neglect and lack of food and water.
Tracy Donovan, 59, is charged.
Troopers say the investigation began back in January after a property acquisition company reached out to the Northeast Council of Governments.
The appraiser of the residence reported a smell so foul that they had to strip off their clothing in their garage and take a shower afterward.
A warrant says numerous dogs were emaciated and dirty.
Wood shavings, animal feces, and garbage were strewn about.
There was a smell of feces, urine, and ammonia, according to the warrant.
The animals were lacking food, water and veterinary care, according to investigators.
Donovan was arrested Wednesday on the charges.
Bond was set at $150,000.
