Serial 'Peeping Tom' pleads guilty to using ladder to look in windows in Warren, Eastpointe

(WWJ) – A Detroit man has pleaded guilty to looking into the windows of young girls in Eastpointe and Warren this past winter.

Marquis Fleming, 41, had been charged with five counts of window peeping – a 90-day misdemeanor – in Eastpointe and one count of window peeping in Warren.

Last week he pleaded guilty to three counts in Eastpointe, while on Tuesday he pleaded guilty to the charge out of Warren, according to the Macomb County Prosecutor’s Office. The Warren District Judge sentenced Fleming to two years probation and he must wear a GPS tether for a year.

He was also ordered to stay more than ¼ mile away from the home where the crime happened and enter a cognitive restructuring program.

Fleming is set to be sentenced in Eastpointe District Court on April 26. Prosecutors are asking for two years of supervised probation with a tether.

“It is despicable that someone would prey on young children,” Prosecutor Pete Lucido said. “This type of crime can quickly escalate to more serious crimes against young females.  I would like to thank Eastpointe and Warren Police Departments for working together to get the accused brought to justice.”

After Fleming was arrested on Feb. 16, Warren Police Commissioner Bill Dwyer told WWJ he was believed to be responsible for eight peeping incidents in Warren, Eastpointe and Oak Park.

Investigators tracked the suspect to Oak Park, where officers allegedly caught Fleming in the act and arrested him hiding behind a bush. It was not immediately clear whether he’ll face any charges out of Oak Park.

The investigation by the Warren PD Special Operations Unit (SOU) began back in January, when the first call came in about a peeping Tom spotted in neighborhoods near Toepfer/MacArthur and Toepfer/Schoenherr Rd.

Then in February, police said a second report came in about a peeping Tom in the same area.

In both instances, police said residents reported seeing a man prowling around their homes in the late evening or early morning hours. And in both cases, the witnesses said the man was carrying a ladder and using it to peek into their windows.

Authorities said at the time a woman reported that a window screen had been removed, and that the man was trying to look into her daughter’s bedroom.

After another caller captured images of the suspect in his yard a doorbell camera, Warren police learned of the cases in Eastpointe, all fitting a similar description and including the use of a ladder.

Police officials said at the time the suspect’s criminal history shows several previous felony convictions for home invasion, drugs, and weapons offenses.
