WARREN (WWJ) -- A registered sex offender is in the Macomb County Jail after he was caught allegedly peeping through a window at a child, Thursday morning.
Warren police arrested 22-year-old Justin Moore of Warren following a 911 call from a mother in the 29000 block of Pinto, who reported seeing a man dressed in all black outside her house, ;looking at her juvenile daughter in the bathroom.
Upon arriving at the scene at around 6 a.m., officers found Moore in the backyard.
Prosecutor's say he ignored verbal commands and led police on a brief foot chase through several neighboring yards before being taken into custody.
A follow-up investigation by the Special Victim's Division uncovered electronic evidence pointing to additional concerning behavior. Records show Moore is currently on probation out of Macomb County Circuit Court for first-degree home invasion and second-degree criminal sexual conduct.
On Friday, the Macomb County Prosecutor’s Office officially charged Moore with stalking of a minor, two counts of using a computer to commit a crime, aggravated stalking, surveilling an unclothed person, resisting and obstructing police, and disorderly person for window peeping. The felony charges carry combined potential sentences of up to 10 years.
"While incidents of this nature are incredibly rare, we understand how unsettling they can be for any family. Our community can take full confidence in the swift, decisive action of our officers," said Warren Police Commissioner Eric Hawkins. in a statement
"Thanks to our patrol division's rapid response and our investigators, thorough digital analysis, this repeat offender was safely apprehended and removed from our neighborhoods before he could cause further harm. The safety of our residents and our children remains our absolute highest priority, and we will continue to use every resource available to protect this community.”
Moore was arraigned in 37th District Court where a not guilty plea was entered on his behalf. Bond was set at $250,000 with the conditions that Moore have no contact with the victim or witnesses, along with a complete ban on internet access.
His next court appearance is scheduled for Sept. 15.
